On la définit comme un gouvernement par le peuple, sauf qu'elle repose, en pratique, sur l'élection de représentants qui agissent en toute liberté (ou presque) une fois qu'ils sont élus. Ce système représentatif est aujourd'hui contesté au profit d'autres formes de démocratie, directe, participative, délibérative... Ce livre s'efforce d'éclairer les principes de la démocratie afin de comprendre les tensions et les frustrations qu'elle engendre.
Il ne cherche pas à nier ses limites, qui tiennent aussi au fonctionnement de la société elle-même. La démocratie sera d'autant mieux défendue si l'on comprend qu'elle ne peut pas tout.
